“Toxic stress,” or adversity, in early childhood can lead to a lifetime of mental and physical problems—including disruption of the body’s metabolism or brain development —and pediatricians should take a leading role in providing care that addresses the problem, according to two reports in the journal Pediatrics co-authored by Jack P. Shonkoff, Julius B. Richmond FAMRI Professor of Child Health and Development at Harvard School of Public Health and director of the University-wide Center on the Developing Child.Adversity in early childhood has been linked with increases in heart disease, obesity, diabetes and other ailments, as well as learning and social difficulties, according to the reports.“You can modify behavior later, but you can’t rewire disrupted brain circuits,” said Shonkoff, quoted by New York Times op-ed columnist Nicholas Kristof on Jan. 7. “We’re beginning to get a pretty compelling biological model of why kids who have experienced adversity have trouble learning.”Shonkoff was lead author on a Dec. 26, 2011 report titled “The Lifelong Effects of Early Childhood Adversity and Toxic Stress.” His co-author was pediatrician Andrew Garner, who was lead author on an accompanying policy statement from the American Academy of Pediatrics titled “Early Childhood Adversity, Toxic Stress, and the Role of the Pediatrician: Translating Developmental Science Into Lifelong Health.”

28 July 2005The International Cricket Council (ICC) is using South African-developed software to monitor decisions made by international umpires.According to the Council, more than 3 500 umpiring decisions are made in test matches and one-day international (ODI) series each year. About 90% on average are correct.However, since on-field decisions are based on an umpire’s judgement, controversial calls will feature in all matches.In an effort to ensure that umpiring standards are upheld and that decisions during a match are consistent and accurate, the ICC makes use of a sophisticated video-based umpire assessment system known as Umpirestat, devised by SA’s Council for Scientific and Industrial Research (CSIR).All international cricket matches in which elite umpires are involved are recorded on video tape, which is subsequently sent to the ICC along with the referee and captains’ reports on the umpires’ performance. Umpirestat then permits a frame-by-frame analysis of all the calls made during a matchAccording to Dr Tony Kirkbride, manager of the CSIR’s Sports Technology Centre, an analyst extracts the video clips of all decisions, including any controversial calls, made by the umpires. The multi-pronged probe into the 2010 Commonwealth Games scam gathered steam on Tuesday with the ED registering a case for alleged Foreign Exchange violation, Income Tax sleuths conducting searches in the premises of businessman Sudhanshu Mittal and CBI looking into separate complaints of corruption.In the first case to be filed in the scam, the Enforcement Directorate is proceeding against a few officials of the Games’ Organising Committee(OC) for alleged violation of the Foreign Exchange Management Act(FEMA) as part of its probe into alleged corruption in the Commonwealth Games. The identity of the officials were immediately not known.The Income Tax department conducted searches in the premises of Mittal, a BJP activist, and some consortiums in and around Delhi in connection with alleged financial irregularities in works related to the just concluded Games.More than 200 officials of the I-T department swooped down on about 30 premises, including in Chandigarh and Ludhiana, of four business consortiums, with a foreign entity in each, to probe contracts worth more than Rs 700 crore which were awarded to execute overlays and other works for the sporting extravaganza.I-T department sources said the first consortium– PICO international and Deepali Designs– with Mittal as Director and his relatives as other stakeholders, has bagged contracts worth about Rs 230 crore.Mittal, considered to be a close associate of former BJP President Rajnath Singh and late party leader Pramod Mahajan, had taken over the post of Director in the company in February this year and the contracts were awarded after that, I-T sources said.advertisementSources in the department said the I-T probe will specifically look into the contracts awarded by the Games OC and the role of its officials and contractors including charges of bribing.Official sources said Central Bureau of Investigation CBI) has also received 20 complaints regarding the Games which also include overlay works. Action is likely to be taken against the construction firm within a week. EMAAR-MGF may face action for Village messPrivate builder EMAAR-MGF, which constructed the Commonwealth Games Village, is expected to face penal action this week as the government has found various “irregularities” and “deficiencies” in its work.The Delhi Development Authority, which had given the contract to EMAAR-MGF for construction of the Village for the sportpersons, submitted its interim report on Tuesday to the Union Urban Development Ministry, 12 days after being asked to do so, sources said.In its report, the DDA has said that there were various “irregularities” and “deficiencies” in the construction of 38 towers of the Village and the builder even exceeded the permissible limits of construction, the sources said.The DDA submitted its report in response to Urban Development Minister Jaipal Reddy’s letter to DDA on October 7 asking for a report on the alleged irregularities and deficiencies in the Village after several foreign delegates said the place was “unlivable” and “filthy”.”The report is under examination in the Ministry. The Ministry is likely to give a direction to the DDA in the matter shortly,” the sources said, indicating that some penal action could be taken against the builder within a week.Asked about the nature of action, the sources said there are “adequate provisions in the agreement” with the builder to take action against it for faulty execution of the project.These could be confiscation of security deposit or blacklisting of the company, they said.advertisementIn the letter, Reddy had asked DDA, which functions under the administrative control of the Urban Development Ministry, to file a report, saying the allegations had adversely affected the image of the DDA.There have been reports of delay as well as deficiency in the execution of the project which have not only adversely affected the image of DDA but also the Commonwealth Games 2010 as a whole,” Reddy said in the letter.The letter was written during the Games but it was kept under wraps so that the mega event passed off peacefully.
