But ironicallyit is the telecommunications sector that isthe motor of the Tunisian economy. While there are now more than a score of accessproviders, the operator Planet.tn, owned by one ofthe daughters of President Zine el-Abidine Ben Ali,still has the greatest share of the market. The presidentcontinues to runs a very strictpolicy on net filtering and self-censorshipseems to be the rule amongTunisian bloggers. The Tunisian InternetAgency (ATI) is the public regulatorybody, which rents out bandwidthto access providers. The systematic filtering of opposition websites isalso backed up by an arsenal of instructions. Cybercafésare under surveillance and under Tunisianlaw their managers are responsible for the activitiesof their customers and it is sometimes necessary toproduce ID to go online in a café. It is not unusualeither for owners to tell them not to browse somesites that are seen as “subversive”. Instructions tothis effect are displayed on cybercafé walls.Filtering websites is a widespread practice giventhe popularity of cyberspace with the Tunisian people. The 281 ‘Publinets’ – public Internet accessspots – are very popular with 18-25 year olds. Thebest known human rights websites as well as themain proxies like Anonymizer(http://www.anonymizer.com/) and Guardster(http://www.guardster.com/) are inaccessible.Filtering is an everyday problem for Tunisian bloggers, who held a “day against blog censorship” on4 November 2008. Since the country of Zine el-Abidine Ben Ali is one of the most draconian on theInternet., community information sharing websiteslike Dailymotion, YouTube or Facebook are regularlyblocked because of content critical of the president’spolicies. Emails of some human rights activistsare also filtered.A success which has its downsideTunisia is one of North Africa’s most connectedcountries and the success of the Web eases accessto news and information. But some websites are thetargets of computer attacks. Footage posted on theWeb on 10 April 2008, showed the seriousness ofclashes in the mining basin of Gafsa, in the south ofthe country when the authorities put down ademonstration in the cities of Redeyef and AïnMoulares and were one of the rare sources of informationabout the events there. On 11 June 2008,the blogs samsoum-us (http://samsoumus.blogspot.com/2008/06/2eme-mort-virtuelle-jemhabitue.html), romdhane(http://romdhane.maktoobblog.com) and RoufRouf(http://roufrouf.blogspot.com) were made inaccessibleover posts about clashes in Redeyef in Aprilbetween the army and workers angry at unemploymentand food price rises, in which one demonstratorwas shot dead.In two years, the news website Tunisnews(http://www.tunisnews.net) sufferedtwo computer attacks and its listof articles was destroyed in 2003 and2006. Although Tunisnews does notknow who was behind the attacks, itnoted that they coincided with thepublication of articles critical of theregime. The year 2008 was one of the blackest in Tunisiawith more than a score of anti-establishment websiteshacked into or blocked. The blog of Tunisianjournalist Zied el-Heni http://journalistetunisien.blogspot.com was blocked in October2008 following the release of Reporters WithoutBorders’ 2008 press freedom index (http://journalis te- tuni sien.blogspot .com/2008/10/ r s f -classement-mondial-de-la-libert-de.html), in whichTunisia was ranked 143 out of 173 countries surveyed. It is however available on the following address:http://journaliste-tunisien-2.blogspot.com/.The news website, Nawaat.org suffered its worstcyber-attack since it was founded, on 16 June2008. Its database was wiped and its home pagechanged. The blogs of human rights defendersSami Ben Gharbia (http://www.kitab.nl/) and Astrubal(http://astrubal.nawaat.org/) were also affected.Their blogs are still inaccessible becauseparts of their databases were destroyed. The websiteshave been partially restored since then. The website of the magazine Kalima(http://www.kalimatunisie.com/) has been inaccessiblesince 8 October 2008. It posted a report on violent incidents in front of the Tunisian palace ofjustice on 7 October, during which security forcesbeat defendants under the noses of the judges. Themagazine’s editor said she thought the attack wasintended to censor this news.Emails and personal connections under surveillancePersonal details of individuals with Internet subscriptionsare transmitted monthly to ATI, whichmanages the entire email system in Tunisia. The lawon Posts of 1998 authorises the interception ofelectronic mail that “threatens public order and nationalsecurity”.Private connections belonging to some journalistsand opposition figures are cut for “technical reasons”or the output is reduced so as to increase thetime it takes to download web pages, restrictingconsultation of websites as a result. Such practicesgradually have a discouraging effect on the blogosphere, which shows less zeal for criticising governmentpolicies. Some bloggers even give upaltogether. But computer security experts arguethat Internet connections should be individualised,so that two Internet users criticising the regimewould not have the same connection or the time tolook up the same websites. Moreover this connectionwould not be specific to a particular computerbut to an individual account and the connection foran individual would remain the same at home as atthe office. It is not easy for human rights activists to accesstheir emails. Such messages coming from humanrights organisations like the International Associationfor the Support of Political Prisoners (AISPP),the news website Tunisnews or that of ReportersWithout Borders are often unreadable. Severalsources say that these emails arrive in their inboxesand it is possible to open them, but the messagesare empty and once opened disappear from theinbox. “It appears to be badly-concealed filtering”one specialist said. Envisioning the Future of IT

first_imgNo matter what business you are in or the size of your organization today, if you are an IT leader, you must be contemplating the future of IT in the context of the massive change in our industry. What will it look like? And how can I ensure I fully leverage it to the benefit of my customers and my own company?A new study of over 10,000 IT decision-makers has confirmed that a common vision of that future is emerging around the globe.  The results are a good representation of the IT practitioner in the data center today – how they’re feeling and how they’re thinking. This study was sponsored by EMC and was conducted by independent market research specialist Vanson Bourne. You can explore the results in-depth.There are three tenets of this shared vision.  First, is a belief that technology will create a competitive advantage as more and more business moves online.  While this has always been true in some industries, it is becoming common across industries.  Just look at the home today – a smart phone app is becoming critical buying criteria for everything from thermostats and home security systems to washing machines and garage doors.Second is a conviction that IT must become an in-house provider of on-demand services. The accessibility of applications and technology for consumers, combined with the ease-of-use in public cloud for organizations, has raised the bar.  Now IT organizations around the globe know that they too must provide services on-demand.Lastly, there is a belief that the best way to improve agility and security in IT service offerings is to combine public and private clouds in a hybrid cloud solution. In fact, 64% identified the need for joint public and private cloud services – hybrid cloud – in order to ensure their organization is agile and that critical information will be protected. The role of in-house IT is evolving in light of the impact technology megatrends are having on business and society.  IT departments continue being asked to deliver more value to the company with fewer resources.  Offering on-demand services, including hybrid cloud and automated infrastructure are key ways to win in this environment. All around the world, IT leaders are innovating ways to enable business growth as quickly and efficiently as possible – that’s the future of IT.last_img read more

Mancini gives Bernabeu backing to United

first_img The consolation from his own side’s exit from Europe’s number one club competition was that the Blues chief has always felt it could be the distraction to United that aids City’s cause. And that belief was heightened when the Red Devils were paired with Real in a blockbuster last 16 tie, which will be played at the Bernabeu on Wednesday. Mancini said: “It is normal when you play against Real Madrid in the Champions League you can lose your strength. So I support Manchester United to go through in the Champions League.” Press Association The odds remain stacked against City, who have slipped nine points behind Sir Alex Ferguson’s men after drawing their last two games, against QPR and Liverpool. But Mancini is refusing to throw in the towel, given the Blues were eight points behind with only six games remaining last season and managed to turn the situation around. Mancini said: “(Manchester United) have nine points more than us. But if we can recover eight points in six games, recovering nine in 13 games will be easy. “I never remember the title race being finished 10 or 13 games before the end. Three years ago Chelsea were nine points behind at one point. By the time they played at Old Trafford two or three games from the end, they were only three points behind. “In the end, if Manchester United win all their games from now to the end of the season, they deserve to win. But I am sure we have another chance.” The possible return from injury of skipper Vincent Kompany and African Nations Cup duty in the case of Yaya and Kolo Toure offers a significant selection boost ahead of Saturday evening’s trip to Southampton. Unless City complete another great escape, they will end up with only the FA Cup to play for, but Mancini believes some satisfaction can be gained from the campaign, even if City lose their title. “It is important we are there, on the top and fighting for the title every year,” he said. “If another team is better than you, you should accept it. But I don’t think anyone has played better than us over the last two years.” center_img Roberto Mancini will be cheering Manchester United to Champions League success against Real Madrid next week – but only because it will give Manchester City more chance of retaining their Barclays Premier League title.last_img read more
